Traditionally, it has always been the Toastmasters way to evaluate the delivery of the presentation and not so much the content.
As an evaluator, it can be easy to disagree with the content of a presentation, especially if it is based on the speaker’s opinion. It doesn’t really matter what you think. It isn’t a pass/fail system. Your role is to provide suggestions to help the speaker grow.
Even though you disagree with the content, you can still provide suggestions to help the speaker improve. Something to remember, is that as an Evaluator, you too are taking on a role and in turn being evaluated.
Recently, Toastmasters has said that it was okay to comment or provide feedback on a speaker’s content.
So yes, your answer is that Toastmasters can provide feedback on both the content and the delivery.
